Update on planned changes to the Non-Domestic Rates System in Scotland

Earlier this year, British Marine member, Gerald Eve, provided a summary of information relating to the changes planned for the Non-Domestic Rates System in Scotland, which will come into effect in 2023.  

Gerald Eve has now provided a further update for members in Scotland as another milestone is reached in the 2023 Revaluation timeline – the draft rateable values for Scottish properties will be published at the end of November.  

Barry McEwan, Partner in the Gerald Eve Glasgow Office commented: “The Non-Domestic rates system in Scotland will see unprecedented change with the start of the 2023 Revaluation. It will be more onerous as it is underpinned with strict legislative procedures and timelines.”

The draft rateable values for Scottish properties will be published on Wednesday 30 November.  Shortly thereafter, the Scottish Assessors will send out the draft valuation notices. 

Barry also highlighted that the publication of the draft roll is the first chance to sense check the Assessors valuation in the backdrop of increased costs for businesses. Once the draft roll has been published, the Assessor’s valuations can be reviewed before the values go ‘live’ in April 2023. There is an opportunity from early December to engage with the Assessor to discuss, influence or even pre-agree rateable values before the requirement of submission of an onerous proposal from 1 April 2023. 


Scottish Budget Announcement

It is anticipated that the UBR will be confirmed by the Scottish Government on Budget day on 15 December 2022 and that eligibility criteria for rates relief will also be clarified on this date.

Barry also commented: “We are aware of the burden the new system places on ratepayers and we are well placed to advise on matters relating to business rates.”

British Marine has a number of members which may be able to offer further advice regarding the 2023 Revaluation.
