Hong Kong convention on ship recycling ratified and set to come into force on 26 June 2025

The IMO Hong Kong Convention of 2009 (which covers the design, construction, survey, certification, operation and recycling of ships) has finally been ratified and will enter into force on 26 June 2025.


It applies to ships of 500 GT or more engaged in international trade as well as to ship recycling facilities themselves. Vessels in scope should have a valid International Certificate on Inventory of Hazardous Materials (IHM) no later than five years after the convention’s entry into force date or before being sent for recycling, whichever occurs first.


During MEPC 80 at IMO, the Committee adopted Resolution MEPC.379(80) containing the 2023 Guidelines for the Development of the Inventory of Hazardous Materials to cover the controls on cybutryne governed by the AFS Convention.
