On the 26 August, a new Commission Implementing Decision (EU) 2021/1407 was published by the EU Commission. This has been created for the EU marketplace and shows new harmonised standards (as listed below) for Conformitè Europëenne (CE) marked products, you can find a link to the new Commission Implementing Decision (EU) 2021/1407 here. Please note that the list of UK designated standards has not been updated for UK Conformity Assessed (UKCA) marked products, therefore this is only for presumption of conformity for CE marked products and NOT for UKCA marked products.
You will find that the following harmonised standards have now been included:
- *EN ISO 7840:2021 Small Craft – Fire-resistant fuel hoses
- EN ISO 8469:2021 Small Craft – Non-fire-resistant fuel hoses
- EN ISO 9093:2021 Small Craft – Seacocks and through-hull fittings
- EN ISO 16147:2021 Small Craft – Inboard diesel engines – Engine-mounted fuel, oil and electrical components
- EN ISO 23411:2021 Small Craft – Steering wheels
- EN ISO 9775:2017 Small Craft – Remote steering systems for single outboard motors of 15kW to 40kW power
- EN ISO 15652:2017 Small Craft – Remote steering systems for inboard mini jet boats
- EN ISO 16147:2017 Small Craft – Inboard diesel engines – Engine-mounted fuel, and electrical components.
If you use the standards for presumption of conformity this will have an effect on the way that you design and build your vessels, and certify your products. It is the manufacturers responsibility to ensure that the DoC reflects changes to standards and their harmonisation.
There is a transition date for three of the standards referenced above. The date which the old standards will be withdrawn, as per the Commission Implementing Decision (EU) 2021/1407 will be 27 February 2023. This applies to the standards listed below;
- EN ISO 9775:2017 Small Craft – Remote steering systems for single outboard motors of 15kW to 40kW power
- EN ISO 15652:2017 Small Craft – Remote steering systems for inboard mini jet boats
- EN ISO 16147:2017 Small Craft – Inboard diesel engines – Engine-mounted fuel, and electrical components.
The other standards in the list shall enter into force on the day of its publication in the Official Journal of the European Union.
As you should be aware from previous communication, BS (British Standard) EN ISO 12215-5 was updated in 2019, the previous version lost its presumption of conformity on 1/7/2021, this means that the standard dated before this one, is now no longer designated and your design, construction and document of compliance (DOC) should reflect this change.
The International Council of Marine Industry Associations (ICOMIA) also asks people to note that the EU Commission has not yet updated the following Recreational Craft Directive (RCD) website, which they typically monitor and also provides an Excel/PDF summary list of titles and references.
